UK Becomes First Western Power to Sanction Rwanda, Paving Way for Global Action

The United Kingdom has imposed sanctions on Rwanda, citing its alleged support for M23 rebels in the Democratic Republic of Congo (DRC).

The move makes Britain the first country to take such action against Kigali, as the conflict in eastern Congo escalates with the militia seizing key cities.

The sanctions include the suspension of financial aid to Rwanda, except for humanitarian assistance.

London has also halted defense cooperation, restricted export licenses for military equipment, and put on hold high-level government engagements.

Trade promotion activities linked to Rwanda will also be scaled down.

“The UK is taking decisive steps to uphold regional stability and international law,” a senior British official is quoted by the international press. “Rwanda must immediately cease its backing of the M23 rebels and respect Congo’s sovereignty.”

Rwanda dismissed the measures as unjustified and politically motivated, maintaining that its military presence near the border is purely defensive.

Kigali has repeatedly denied supporting the M23 group, instead accusing Kinshasa of working with armed groups hostile to Rwanda’s security.

The sanctions come amid intensified fighting in eastern Congo, where M23 rebels have seized Goma and Bukavu, two major cities in North and South Kivu provinces. The offensives have displaced thousands of people and led to widespread humanitarian concerns.

M23, a Tutsi-led armed group, re-emerged in late 2024 after years of dormancy, accusing the Congolese government of failing to honour past peace agreements.

The group’s resurgence has fueled tensions between Rwanda and the DRC, with Kinshasa repeatedly accusing its neighbor of providing military and logistical support to the rebels.

The UK’s decision could open door for other western powers to impose more sanctions against Rwanda to force the tiny east Africa nation to address the worsening crisis.
