Linguistic Alliance Secures Djibouti AUC Chairmanship Over Kenya

Francophone countries have consolidated their influence in African Union (AU) politics, successfully rallying behind French-speaking candidates to secure the African Union Commission’s top seat in the last two elections.
In the most recent vote last Saturday, Djibouti’s Foreign Minister, Mahamoud Ali Youssouf, was elected as the new Chairperson of the African Union Commission, defeating Kenya’s former Prime Minister Raila Odinga after seven rounds of voting at the AU summit in Addis Ababa, Ethiopia.
Mr Youssouf’s victory extends Francophone dominance at the AU, succeeding Chad’s Moussa Faki Mahamat, who has held the position since 2017.
Mr Youssouf, who has been Djibouti’s foreign minister since 2005, benefited from a cohesive voting bloc of Francophone nations, continuing a trend of linguistic alliances that have shaped AU leadership. His main competitor, Mr Odinga, struggled to consolidate support despite his political prominence in Kenya, reflecting the growing influence of Francophone solidarity within the AU.
This pattern of linguistic alliance was also evident in the 2017 election, where Kenya’s then-Foreign Affairs Cabinet Secretary, Amina Mohamed, lost to Mahamat. Despite leading in the first round, Mohamed was ultimately defeated in the seventh round as Francophone nations consolidated their votes behind Mahamat.
The back-to-back defeats of high-profile Anglophone candidates brings to the fore the decisive role of language and regional alliances within the AU’s political landscape.
By uniting behind French-speaking candidates, Francophone countries have not only influenced the AU’s leadership but also shaped its direction and policy priorities.
Mr Youssouf’s election comes at a critical time for the African Union, which is grappling with military coups in West Africa and violent conflicts in eastern Congo. His leadership will be key in addressing these challenges and reinforcing the AU’s role in promoting peace and stability on the continent.
